1. Japan Moves To Reform Stablecoin Regulations And Crypto Brokerage Regulations
Japan's Financial Services Agency(FSA) said it will ease strict regulations applied to stablecoins and cryptocurrency brokerage businesses for the purpose of developing the domestic cryptocurrency industry. The FSA said in an official statement on Feb. 19 that it will allow government bonds and time deposits up to 50% of reserve assets on the list of reserve assets allowed for stablecoins, where only demand deposits were allowed. In addition, the FSA announced that it will significantly ease license screening requirements for cryptocurrency brokerage businesses, which went through the same screening requirements as cryptocurrency exchanges.

2. U.S. SEC Approves First Official Launch of 'Interest-Provided Stablecoin'
The U.S. Securities and Exchange Commission(SEC) allowed the market launch of 'YLDS', a stable coin that provides holders with an interest rate of about 3.85% on Feb. 19. The cryptocurrency marketplace Figure Market announced that it applied to the SEC for an application 'S-1' requesting the market launch of YLDS a year ago and finally received approval from the SEC.

3. ECB to Expand CBDC Development for Wholesale
The European Central Bank(ECB) announced in an official statement on Feb. 21 that it is expanding the development of the CBDC payment system for the purpose of facilitating inter-agency transactions. The ECB explained that it will seek to integrate CBDC into the existing ECB transaction system after developing the CBDC payment platform.

4. Foreign Press "US SEC in Progress to Accelerate Approval of Cryptocurrency ETFs"
Cointelegraph, a media outlet specializing in cryptocurrency, pointed out the current status of the SEC's acceleration of the cryptocurrency spot exchange-traded fund(ETF) following the launch of a new administration on Feb. 21. CoinTelegraph reported that the SEC received a total of six applications for cryptocurrency-related ETFs for two days. CoinTelegraph quoted Fox Business reporter Eleanor Terrett as saying that the SEC is showing a lot of interest in staking and is reviewing cryptocurrency-related ETF applications.
